Start with a simple record, not a Pinterest board
Note where the issue shows up, how long it's been going on, and what (if anything) was already tried. A few photos and rough measurements go a long way toward a useful first call.
Know what your part of town is dealing with
A village-district cottage on piers, a Snee Farm ranch, and a new build off Carolina Park Boulevard each carry different considerations — flood elevation, salt exposure, historic-district rules, or simply how recently the plumbing was updated.
Ask what happens behind the wall
Once tile goes up, nobody sees the membrane, the drain slope, or how the waterproofing was detailed at the corners. A trustworthy scope spells out that hidden work in writing, not just the fixtures you'll see afterward.
Read scopes side by side, not just totals
Line up protection of the rest of the house, exact materials, permit responsibility, testing, cleanup, what's excluded, and how a change order gets priced before comparing any dollar figure.
What official local sources add
For work inside the house this framework mostly does not apply, and it is more useful to say so than to stretch. Floodplain management and wetlands rules govern the ground; a bathroom sits above them. Two exceptions are real. In a planned community the architectural requirements the town points owners toward are private covenants that no permit discharges, and they can reach anything visible from outside -- a relocated window or a new vent penetration included. And on a property in a mapped flood zone, substantial work measured against the building's value can pull the wider structure toward current elevation standards.
